The character in the picture is a relative or aquaintence of one of the criminals who is a nasty fellow but people found humorous. That's the problem with villian protagonists. If they're not shown doing villianous things, they're just protagonists and it becomes a matter of tell don't show, bad writing. But they can't be too evil or else when they ARE shown doing evil things the audience is horrified and wonder why they're supposed to follow them. tl;dr don't write a child molester in a comedy series because child molestation isn't funny even if it's supposed to be about bad people
