The yell at the beginning was a famous scream (the same used for a fast Zombie in HL2).

It wouldn't because the diaphragm increases the internal pressure in the lungs enough for it to be expelled. If it actually drowned you it wouldn't be widely available, let alone inhaled for fun

You set FPS limit per-server in MTA. So yes, it was that smooth.

The better question is why it's played above 25 fps. San Andreas is a pretty bad port and lots of things don't work right with an fps above 25. Either MTA changes the engine or they're not gonna be able to dive down deeper than 10cm.

Really? I remember this being the case in GTA3 but in the frame limiter was an option and I don't remember it causing problems in GTA:SA

Tried replaying SA recently. It's got the same problems. Every car's handbrake is permanently stuck on if you turn off the frame limiter.

I think you can play at 60+ FPS for a year or 3 already.
