Concealed carry isn't the biggest issue - I'm pretty sure those would be classified as switchblades, which are illegal in most states and at the federal level. Use of them under this coat would probably count as a concealed weapon as well, but it would otherwise be fine.
However, if he has them in Alaska, Arizona, Arkansas (unless you plan to use it on a person), Connecticut (with a hunting/fishing license), Delaware (with a Dangerous Weapon Carry Permit), Georgia (with a Weapons Carry License), Idaho (unless intoxicated), Indiana, Iowa (may need a permit if concealed), Kansas, Kentucky (with a Concealed Deadly Weapons Permit), Montana (if registered as a collection), New Hampshire, New Jersey (if engaged in licensed hunting/fishing), New York (if engaged in licensed hunting/fishing), North Carolina (except on school grounds), North Dakota (with a permit), South Carolina, South Dakota, Tennessee (starting in July), Utah (with a license), or West Virginia (with a license), he's fine even concealed.
