In MGS1 Psycho Mantis will read your controller inputs and dodge all of your attacks unless you unplug your controller and plug it in the second port.
The game doesn't spell it out for you and you can only know by either trying everything or calling one of your contacts who then breaks the fourth wall and straight up says "change the controller port".
