As it was said before, there's a script that watches for used postnumbers and posts as soon as the one previous to the one he wants has been taken
IE:
If some dude wants 100 get, the script keeps watch for 99 get, as soon as that postnumber is taken, it submits the scheduled post in hopes of getting 100.

Various programmes can be used to post on that exact number but /b/ especially has something like 10 posts per second so it can miss
Most of the time it's just luck. or rather "Skillz"

Luck. If he didn't get it, his post becomes one of the thousands of other posts trying to hit it. But if he does get it, it's seen as an amazing feat. It's a no-lose scenario.
