It's the vapor pressure. To burn, you need enough fumes off of it mixing with oxygen to get it to combust. Diesel doesn't emit enough fumes until it's well over 50C, and then it takes 250C to actually ignite it.
Gasoline actually has a higher ignition temperature (280C), but you get enough vapor at -40C. So it burns easier under normal conditions.
