But most cars don't have backseat belts. Or busses etc. I hate it because I always want to buckle up and it unnerves me when I'm in a car with no belt on.

I'm pretty sure all cars are required by law to have seatbelts in the back seats. Maybe the person whose car you were in had just removed them for some insane reason?
