I've done that before. It was a laser pointer that came with an electric airsoft rifle I bought. Some dudes were having a get-together across the street about 2 houses down and I would point it at them from the bathroom window and they'd start yelling "Stop it! I'll kick your ass whoever is doing that! It's annoying!" after the threat I shined it one more time at the dude's beer can and they got angry and went inside. It was hilarious.

They aren't rangefinders - they're just sights. They point at where the weapon is aimed. They're a close-range weapon thing - handguns, SMGs, maybe carbines. Not sniper rifles, because at long range you need to be concerned with bullet drop and such, making "what is a perfectly straight line from the rifle barrel" less useful information. I think police only use them when they want people to know that snipers are watching them, as an intimidation thing.
The lasers are usually visible, but they do make some that only show up on night vision goggles.

It's mostly used with carbines and PDWs for breaching and such, no real point to giving away sniper positions.
