She technically does have a fair bit of power, it's just that she knows if she tries to use it, people will revolt and try to take it away.
So (for people not versed in the British system of government) it's weird situations like "the Queen appoints the Prime Minister, but if she appoints one other than the one the House of Commons picked, bad shit will happen". Or "the Queen can veto any bill Parliament passes, but hasn't done so since before America was even founded because otherwise bad shit will happen."
