No, at a young age you can train rabbits to lie on their backs. At first they won't like it but if you trainthe rabbit nice and slow they get used to it.
Also, only time when water is dangerous for rabbits is if their ears get covered in water or just wet, otherwise it's completely harmless for them.
Of course, they aren't used to water so you shouldn't attempt to swim with a rabbit but i can assure you that the rabbit in the picture is perfectly fine.
(Breathing is controlled, if a rabbit is in shock the breathing would accelerate alot, nose would move at a substantial speed and most importantly: it wouldn't stay in the sink for a second.)
