It's what bigger shops in Europe do, you put a coin in the hole towards us, and the chain releases from the cart in front, and then when you lock it again, you get your coin back.

Its a thing they put on shopping carts to link them together. Putting a quarter in the slot will unlock it and you can then take the cart. Normally, the chain is much shorter than the one in the picture, as to prevent people to take back their quarters until they're done shopping.
