So I read into doxxing and it turns out it's not just figuring out who somebody is online, it's publishing/broadcasting that information indiscriminately as well, so that's my mistake for not looking that definition up before posting.

Got them in Britain, too. You put in a coin and get the cart, but when you put it back you get the coin back. It's some sort of thing to keep them from being stolen, but it's kinda useless. It's only a quid.

I think it is more to encourage taking them back to the cart area so they don't end up strewn around the car park rather than theft prevention.
