Yes it was primarily designed to replace the Harrier (or whatever it is you yanks call it... AV8 or something?) which is a completely different role from the F22. The F22 was going to replace the F15.

Yeah, the one before the painting is an F-15.
Still, the Tomcat is a classic example of American military engineering during the Cold War. "Hey guys, we need something fast as shit and maneuverable that can we can slap a shitload of different kinds of missiles on."
It was an extremely versatile aircraft, and I was pretty disappointed when they retired it, because I had always wanted to fly one. Iran only has around 20 of them nowadays, and that number is dwindling since we destroyed nearly all of our Tomcats, making it nearly impossible for Iran to acquire spare parts.

Not all military planes/choppers are designed to kill human beings... Cargo Planes, Reconnaissance, AWACS etc.
In my opinion IL-76 AWACS (also known as A-50) looks awesome.
