Whoever has the most endorements in the region becomes the region delegate. They get the power to expel nations from the region. But it can also allow for somebody to take over and instantly kick everyone out so they can "invade" so to speak.
It's what happened in the east pacific, we managed to overthrow them though and kick them out.
