It really depends on the caliber and type of bullet, but basically yes, they're beginning to understand that a short barrel means less flex and harmonic vibrations = more accurate; You just have to compensate for bullet drop.
Some caliber/bullet combinations do not do well in short barrels because the bullets are less stable with lower velocities.

Except for competition pistol shooting, and as a commenter in that article states, most pistols don't come with a ready mount for them either. He also believes that if more handguns came with rails/dovetails atop them, people would be slapping optics on them.
