I think thats supposed to be a camera like the 1.8 gigapixel ones on Predator drones.
I think it's some sort of laser sniper rifle and the humanoid that's holding it has the scope hooked up to its head.

Personally I'd take a 101 series sidefolder over the triangular steel ones, as they have better hinges - even if it meant inaccuratley dyeing it plum : P

Looks like standard Russian or Bulgarian laminate, could also be some of Ironwood designs stuff. They come pretty close to accuratley replicating the deep red stain and prominant tiger striping of the eastern stuff. Never actually discovered what most eastern furniture is made of - but being a laminate its probably a blend of anything not too knotty, and on hand at the time.

The AK 100 series sidefolders have the same hinge mechanism as the Triangle stocks, the only difference is between Russian (4 degree, 5.5mm hinge pin, straighter stock) and Bulgarian (6 degree, 4.5mm hinge pin, slightly angled stock, its also the old Russian pattern before they went to 5.5mm), with the Russian being better.

Those AK-100 series sidefolder kits are expensive too ($250+). Best way to get a plum one is to dye a tan one; I saw someone dye a Sand colored US Palm PG to Plum.

Pretty sure everyone rating you disagree has forgotten that lasers require optics to focus light, so logically the bit with the giant lens is the emitter, and notice how it has a small camera perched on top to act as a scope.
Most handheld laser concepts being put out by DARPA and other tech agencies look like camcorders with pistol grips. The blocky 'rifle' part would likely be a phased array laser, reflecting up into the emitter assembly to focus.
Either way it's a concept art of a laser made to look like a rifle so who cares.

That thing is so dumb. All of the AR15 based guns in New Vegas are so badly modeled it's not even funny.
Tiny charging handle that wouldn't go back far enough to let it chamber a new round, would be a huge pain in the ass to use since it's so small, and also blocks the dust cover from closing, it's all horribly proportioned, and the iron sights are both missing important parts and misaligned. There's also no front sling loop, and wood furniture on an AR never looks good either.
They're pretty decent guns in the game, but my god are they stupid looking.
