You turn it to be right on top, so the heat mirage of the barrel doesn't distort your view through the scope after a few rounds. It's the same as the band seen on a lot of marksman rifles, most memorably the SIG-550 in Counter Strike.

The mirage-distortion given off by one of those could turn your aim straight to shit when you magnify it between 12 and 20 times.
