Mirage shield. You turn it to be right on top, so the heat mirage of the barrel doesn't distort your view through the scope after a few rounds. It's the same as the band seen on a lot of marksman rifles, most memorably the SIG-550 in Counter Strike.
Usually you see them on the barrels, and they wrap the suppressors:

Yeah, the ones you see on suppressors like that guy's R93 are heftier than the simple band on the barrels, because suppressors heat up faster than barrels do, and have a larger surface. The mirage-distortion given off by one of those could turn your aim straight to shit when you magnify it between 12 and 20 times.
