It's more than that, there are a couple of reasons why you lock the bolt open on a G3 before changing the magazine.
-It allows you to inspect the action to verify that the weapon is empty and didn't suffer a malfunction. With a weapon with no bolt hold on empty, you only know you're out because it doesn't shoot. You need to be certain the weapon is empty and not jammed or just a dud round.
-It ensures the rollers have properly unlocked and will chamber the next round. If you guide the bolt forward with your hand, instead of letting it fly forward, they've been known to suffer jams or even catastrophic failure.
-Most importantly, if you reload on a closed bolt, the top round in the magazine gets pressed down by the bolt. If the magazine is full, it is extremely difficult or even impossible (depending on the magazine) to properly seat the magazine.

It's a protective sheet of fabric/soft plastic. Similar material and usage to what you might find in some laptops.
