It looks like some kind of semi carrying something. Not too rare on most roads.
It's an M113 vismodded to look like a BMP. Probably coming from or going to the National Training Center.
That or it's about to become food for the firing ranges near Davison-Monthan AFB.

It doesn't seem like they have a long range and a single T-34-76 can easily destroy it. And there were about 40000 T-34-76's, and another 40000 85's.
Plus I can't imagine it would be terribly accurate unless it was literally one tank length away from the target.

I found some russian text that translated to something like 'battery' or 'power source', but it just seemed a very strange shape and location for the battery. And i had a little Stinger that came with some action figures when i was younger, i thought the 'fruit basket' was an ammo rack or something because i didn't know the missiles were that long and had absolutely no idea what guidance systems were or how MANPADs worked :v:
