Gonna skip on the first part with the world because you're more or less right on that (Except 3 and NV's gameplay is nonexistant at best, awful at worst), but the S.T.A.L.K.E.R. point, I'll have to harshly disagree with you on. S.T.A.L.K.E.R. feels a lot more well-populated because it doesn't pretend to be an entire [I]state[/I] it's representing, it's just a zone where people go to to make quick money/find the meaning of life. For that purpose, I am eager to believe that an entire faction can be composed of 30-ish dudes hanging around an abandoned warehouse, because that fits the lore. Fallout New Vegas, however, has "great battles" that consist of seven dudes in brown clothes fighting seven dudes in football armour. I'm sorry, but with how few people we see in the game world belonging to the NCR or Legion, I find it absolutely impossible to believe that either faction holds any sort of territory. Especially the legion.
And yes, you can say that the world is depopulated after the apocalypse so there's much fewer people, fine, I'll roll with that. Still doesn't explain why a raider-gang is the same size as a NCR battle force. Skyrim is worse at this, the battle of Whiterun, the great battle of the civil war, consist of ten dudes hitting ten other dudes in the head with swords.
And don't get me started on gunplay. Why does five rounds of 5.56 to the head not kill a guy? S.T.A.L.K.E.R. and Fallout 3 and NV don't really compare beyond them being post-apocalyptic games which include firearms.
But I digress. Have a beautiful, classic M60 wielded by a nice, late-cold-war looking soldier.

I don't see why people call it that. Get a gun to 35 damage, and you get the exact same gunplay as you do from any other FPS, ever. One-shot headshots, three-shot bodyshots.

gonna agree on the fighting, but New Vegas feels a whole lot better than F3, and it's even better when you add mods - hell, the main designer released a mod that's pretty much supposed to be a director's cut version of the game and it drastically cuts down on the bullet sponginess
My experience with SoC was just as piss-awkward as any fallout when it came to gunplay. I'm guessing the new ones are better but that just shows that they desperately need to get a new engine. 50% of the problems in those games come from that, the "huge battles with 20 people" being one.

Sorry to also be keeping this argument going
I used S.T.A.L.K.E.R. as more of an example with the bugginess of the game. Bad example when it comes to population though. But, the population issues in NV are pretty obvious, but they are entirely to blame on the game engine, (same goes for any Elder Scrolls game, and I was just as annoyed as you when "big battles" consisted of a dozen or so dudes whacking each other) as it's pretty weak and Bethsoft needs to either fine tune it or build a new one entirely. Also, Bethsoft simplified the outfits in order to put less stress on the engine, that way more characters could be on screen at a time. But that didn't really change much, since the major battles were still about a dozen guys in total either hacking or shooting each other up. But the games still have their upsides and charms. Pretty much any problem you could think of in the recent Fallout games can easily be blamed on Bethsoft still pussyfooting around the major issues in their engine. Instead of them really digging down and facing each issue that comes up, they just go around and leave them to fester until later.

I don't think there's enough sights on that rifle.
Presumably, the reason for having three grenade sights is 'cause he's training, so familiarizing with all kinds.
