The legs are more vulnerable to attacks than treads are, I'm guessing. Also, if you take out one leg, it pretty much falls over and could be more damaged than a tank going without one set of treads.

still, the Chromehounds are manifestations of gritty military realism if we compare them to Armored Core and other eastern sacks of shit. also, IIRC, you could give your Hound treads too
I honestly have no qualms against either legs or treads, I'm fine with either one. I like the smooth/sleek look of Eastern mechs and the gritty/realistic look of Western ones, but find it difficult to choose a side. I find both to be pretty awesome in their own way, and wish to sort of mix them both together.

Treads were the best leg parts for your HOUND, in my opinion. Treads had some of the best mobility, maneuverability, acceleration, on-the-go accuracy, and most importantly an excellent combination of speed and load capacity. My treaded nadesniper was a monstrosity both up close and far away.
The Madcat didn't need treads to be good.

The guy in the picture spent around $200 on an ugly stock to put on a $300 China-spec SKS, the stock will not improve ergonomics, accuracy or overall function. Basicly he wasted money to make an ugly ass SKS.

Well, Polymer is lighter than wood, the grip is more ergonomic and stock is adaptable for different arms. Rails allows for attachments, like scopes and such. I don't see why he shouldn't.

Because at that point you're better off just buying an actual AK. 2-300 for the stock then 2-500 for the SKS (depending on nationality) would be more than enough to buy a very nice AK.

This is still kind of a moot point though since nobody who's interested in actual tactical stuff (not Tapco brand "tactical") will buy an SKS, 'cause the SKS is kind of ancient Russian milsurp at this point. It's basically shit for people who think rails and black plastic are cool but are too cheap/broke to buy an AR or something.
