National Firearms Act, or NFA for short, states that a weapon with a rifled barrel, a shoulder stock, and either a barrel less than 16" or an overall length less than 26" is a "short barreled rifle" (SBR), and requires a $200 tax stamp for construction or ownership by a person. Failure to comply with such laws is a felony punishable by decades in federal prison and tens of thousands in fines.
It's kind of seen as an asinine law, but it's nowhere near as asinine as taking a hacksaw to such beautiful SVDs.
He also didn't properly destroy the receiver if I remember correctly.

How many requests there are generally determines how fast. What'll make it be rejected? Generally nothing if you're not a felon, looney or in a state that don't permit it, but the ATF works in mysterious ways.

Currently, E-File takes about 3 months whereas paper filing takes 6-9 months.
This is because the ATF has a small number of people processing this paperwork, combined with a large number of people submitting forms for SBRs and silencers due to their explosion in popularity.

MDR is looking promising. Still in a prototype phase, it has one of the best triggers in a bullpup and a forward ejection system that works.
