Two reasons.
Firstly, original MNs (not talking about that weird modern repro with the bent bolt) are no longer being made. They may be dime a dozen, but each one permanently modified is one less original Mosin in the world.
Second, and more important, there is basically no point. If you want a cheap rifle, you buy a Mosin and don't mess with it. If you want a target shooter or hunting rifle, you buy a target shooter or hunting rifle. Replacing the stock on a wartime beater won't give it 1MOA accuracy, but it will inflate the price.
So it's basically that you're taking a gun known for being cheap and historical, making it expensive and ahistorical for no practical reason, ruining its resale value, and destroying a piece of history in the process.

Wikipedia is saying that about 37 million mosin nagants of various types have been made. I know that obviously not all have survived but I don't think it's some tragic loss of some rare historical artifact if some backwoods bubba decides to chop up a nugget.

For what it's worth there are some improvements that can be made to it, adjustable stocks, better sights, the Archangel stocks have detachable 10 round magazines. Yeah the mods will jack up the price, but being able to buy them one at a time over a good span of time lessens the financial blow.

The turret traverse speed was dependent on engine RPM.
