Plenty of people. I'll steal a post I made in the guitar thread.

The point is that thinking it is impossible to judge music is an extreme point of view and is ridiculous. On a basic level, anyone can determine that the music made by the average garage band run by 13 year olds is terrible. On another level, many people have the ability to figure out why certain things sound good or bad and offer very valid criticism. I can go really in depth with this, but I won't because I'll spend an hour typing up a wall of text.
