If it is it'd probably be not very harmful stuff but even then I wouldn't shoot it as it's strong as it is snorting it. As long as the cook is good then there shouldn't be too many impurities, that and it's a bit harder to cut (not impossible though) because of it's glass shard look.

Pretty sure that has to do with their laws though, not location.
