He still does standup at small clubs, etc. but if he wanted a full blown special, he would have done it by now. As much as I liked him, I do respect his decision to not do any more than what he does now.
Tosh is in that group of comedians that just say offensive jokes purely for shock value/just to say it (no such thing as bad publicity). Keep in mind I don't get offended by his jokes but sometimes they feel so forced and/or boring.
