When Goro and Fannie met, they initially weren't soooo friends, they're one the opposite of the other! But with the time Fannie started to feel something for him but Goro (who, as you all know, is not very smart) doesn't understand this and ignorates her!
In all this Sally (It's one of the few moments of the whole story that some official character does something very important) decides to help Fannie to get engaged to Goro, acting as a sort of mentor ^^
