The colonial defense game is animated in flash, the chef and waitress are done in Spine, where you rig 2d images to a skeleton that can bend and distort the 2d image meshes.

Krita.
It's by far the best free painting software I've found. Great performance on the brushes with no lag on the cursor, free canvas rotation, customisable interface, easy changing of size & opacity of brushes, good selection tools, very easy to customise your brushes to do what you want, and the right mouse / pen button menu for changing brush is fantastic.

Your colours are very rich and saturated, I have a couple of suggestions -
Greens - In my experience, full green foliage / grass is actually pretty uncommon and usually is a lot more yellow than you'd think if it's vibrant (e.g. your foreground) and a lot less saturated and a bit more blue than you might think if it's dark (e.g. your midground).
Atmospheric perspective - You can try and paint in lighter tones as I see you've done to start with for the background, but it can be hard to get the colours on distant stuff completely right. It can help to go over them with a low opacity brush with a bright sky blue. Stuff gets a lot less saturated and changes hue as it gets further away depending on pollution. High pollution means less blue and more grey, thicker atmosphere. Lower pollution on some countryside landscape means more blue and thinner atmosphere. I recommend looking into this specifically because it's handy.
Obviously you can try and eyeball everything to get your colours exactly the same as the reference but I've found my eyes aren't really as reliable as I'd like for that. Remember to consider why the thing you are painting is the colour it is so you learn from it.

Measuring improvement is a bit difficult to gauge with surreal stuff. What you have there is good, but if you want to get better, the best thing to do is draw from observation. It helps if you get a cheap sketchbook and draw in it every day. Start with pen or pencil sketches of stuff around your house. I'd also highly recommend doing some anatomical and figure drawing, especially if there's a local group or college that does figure sessions.
