For cheap tablets check craigslist or ebay, but be sure you're getting the right thing, and that it includes the stylus. Some alternatives to Photoshop are Gimp, Krita, Corel Painter, and Sketchbook Pro. As far as exercises go, you'll want to start simple. Get used to understanding form, light, and shadow, while also getting accustomed to using your tablet. A good first exercise is digitally painting a shaded sphere. Traditionally sketching from life also helps. Also be sure to avoid using a soft edge brush, or a brush that is too small. Start with blocking in big shapes and then work your way down. Don't worry about custom brushes, all you need to start is the round brush with transfer/pen pressure on. That said, there's tutorials all over the place. Ctrl-Paint comes to mind. PaintTool Sai and openCanvas are pretty decent too.

Colours, lighting and finding comfortable brush settings are hardest part for me currently.

Maya you should probably do at least 5 thumbnails from different angles per scene. The current comp is very awkward imo. Too much contrast and lack of focus or direction. You worry way too much about rendering and detail but forget to take enough time to make sure your composition and values are well defined, unified, and dynamic in the beginning. @Lilyo, I will just finish this up with the best I can do for now this week. I will then do a series of lineart composition sketch (independent ones, not on this dragon girl) next. It might help if you just make a folder of inspirational work and reference for a specific project so you can just browse through the images and weave something together with a bit of foresight that way. You should really just not even worry about finished pieces if you're not doing them for a client or something. Do more sketches and comps and play with lighting and dynamics and stuff since those things are the foundation for everything you'll do. Rendering imo is just a touchup that you should only worry about at the end if you have time, it's very unimportant honestly when it comes to the entire process but you seem to be very concerned with it for some reason.

Then we fixed it up a bit Now we are building upon these sketches. Basically just abstraction. Those are all really interesting! They've got a lot of energy. I'm not sure if you want feedback but if you do, I'd say try and prioritize focal points with more contrast and line weight to really bring them forward. Here's an assignment I did for school. 6 thumbnails depicting 'a young protagonist running away from villains who just committed a murder' in the style of a realistic 3D game.
