First of all there is way too many 1px borders. On the right side there are three of them right next to each other, differently spaced from eachother, one has "a lot" of room whilst the other is almost having gay sex with the other border. Give some more space between the borders and try to make the distance the same between them so that it's more pleasing and systematic for the eye.
The title texts are way too close to the left side. Make use of all the room that are in those small blue boxes, space them more out in it to give some breathing room for the text so it doesn't smear itself and blend in with the border. I would also recommend some less plain font. Still plainish, but not super plain. Fonts with serifs (in case you don't know; extra stuff on the text, look at Times New Roman (serifs) against Calibri (no serifs) and you'll know what I mean) are easier on the eye actually, but you should keep the main text in a no-serif font. But you need some font contrast between the text and the titles to make it more interesting.
Naviagtion lacks a capital N. Give some more breathing space for the content of the naviagion box, a pixel or two more on the bottom and top should do it. The arrows are also spaced a bit too far away from the text IMO, makes it look like it isn't supposed to be an arrow for the text, but rather just an arrow. It's understandable what it is, but it doesn't really look like it if you're just going to look at it. A pixel or two closer to the text should do it here too.
Header is ok I guess. Though I'm not that much of a fan of the font you used and the J doesn't look capitalized. But the impression of the font can change when you get some font contrast in the page itself.

I [I]never ever never[/I] use serifed font everywhere. Actually, Times New Roman is the font I hate most, same class as Papyrus and Comic Sans MS. :v:

Me neither, I'm most fond of plain text like this, most beloved would actually be the standard Calibri font and the Franklin fonts. But you really need some font contrast on that page, and Times New Roman was just an example of the difference for everyone to see.
There are serif fonts out there that looks good. Hell, pretty much any font has serifs. Grunge fonts, psycho fonts, handwritten fonts, whatever. They all have serifs.
Capitalizing the first letter always matters, especially on a header that takes the most first impression attention. Unless there is a very specific reason for it not to be which I can not see. At all.
