Defiantly yes. You cannot deny the trend of new users and low post count to shitty threads.
No, I don't think this is a good idea. If people make shit threads, the community lets them know. I just wish we could post without bumping (as an option).
New users will just spam posts until they can reach where they can make threads.

Not really.
If the people have to make a certain number of posts before they can create a thread, then they'll just make an assload of shitposts to reach their required post limit, then they'll make a thread. Therefore you will still have shitposts, and have more frustrated newcomers (people who join only to ask 1 question)
Most of the new members are interested in Gmod, so It's safe to let them freely make threads in the gmod section without post count rules

No, new people might have interesting ideas and I want to know them, and old users that never posted have the right to post if they want cause they probably know a lot about facepunch. And we have admins to ban idiots, so I say it again: No
