7.62x54r surplus is cheap everywhere.
Even in tightass Australia, they are still pretty cheap. not as cheap as say, in the US, but you can can 100 rounds for $68, or 500 for $265, which is cheap as shit for Australian standards.
Also, turns out that the place I got my 1938 Tula ex sniper for $375, seems to have realised what the mark for ex-sniper is, and they bumped the price up for a 1943 ex-sniper to $600. I wonder what mine would be worth, considering it was a side mount PEM.
The ex-snipers here are only $225, $600 is the price of a sniper with a wartime scope now that the Russians found the one salt mine they hid all the snipers in and exported them here.

We can get .30-06, it's just there's no surplus, that's what doesn't exist. The next cheapest ammo is some shitty Winchester stuff that's $16/20. It pisses people with Garands off a lot because they can't shoot most new ammo out of it, and only Hornady makes Garand-specific ammo, and it's expensive and hard to find.
there's hardly any .30-06 surplus anywhere. the best you're gonna get is $.50 a round anyway
