Basically yeah. Allows you to kind simulate automatic fire. One of my past history teachers who I got lucky enough to go shooting with once has an adapter on the stock of his AR that makes bump firing much easier. I'll admit, it was quite fun.

On our schools indoor range, anything up until .50BMG, but not .50 BMG is our limit.
And it's a 50m (164 ft for you 'murricans) long one, unfortunately, it's designed for testing guns, not for firing 1-200 hundred shots per session as the ventilation is pretty weak down there.
I was shooting a .44 magnum at an indoor range once and I felt bad because this girl who was brand new to shooting was in the lane next to me. She kept jumping every time I shot or so I am told, the lane walls are solid.
I went back another time to shoot the model 500 they had just got in and it was awesome, everyone there that night was shooting .44 mags or .500 s&w and it just sounded like a war zone from hell. The level of noise was almost comical.

Exactly where did you get this from? And is it 20 rounds per person, or 20 rounds per magazine? Is it 6 mags per gun? If it's 6 mags per gun, some competitional shooters might get their panties in a bunch.
And if you are shooting practical rifle and practical pistol, 6 magazines in total won't cover it.

The easiest way to check if a Mosin was used in the war, is check if it was made before 1945. If it was, it was used in the war. This is true for almost every Russian gun, the one case I've seen where it wasn't was a 1943 Izzy TT-33, that showed only signs of light holster wear, likely meaning it was either issued to a desk-job officer, did not see service until after the war, or the officer with it died very early on and his gun was reclaimed and put in storage. It was so unused, that in the grooves for the slide on the receiver, there was still very evident bluing. This indicates the slide did not move much on this gun, meaning it was not fired often. The person who owns it has probably put more rounds through it than the Russian officer whom it was issued to previously by now.

What does it mean?
Most likely a quality control, inspection, importation/exportation, or arsenal mark of some kind, but then again, Russians put a lot of random marks on their guns, letters and numbers here and there with little apparent rhyme or reason.

No, nothing stops that, a registry won't stop someone doing that, they'll sell it then report it lost/stolen, nobody will know the difference. They've already committed one crime, so committing fraud afterwards is nothing. What's better is if it changes criminals' hands a few times before being used in a crime, or the criminal with it is caught, the original owner may even get the gun back, to re-sell it, and the cycle continues...
NOTHING can actually STOP someone who wants a gun getting a gun if they want it bad enough, especially for crime. If someone's going to do something illegal anyways, you think a ban on guns will stop them? If they want to murder someone, that's about as bad a crime as you can get, they don't give a shit about a firearms-related charge at that point.
