Yes, but not energy like you are thinking. It's not a stimulant ala caffeine for example.
It's not absorbed instantly and immediately elevating ATP, that takes a while, and engaging in heavily anaerobic activities (sprinting, weight lifting etc) depletes your creatine stores. Besides post workout your nutrient uptake and insulin sensitivity is increased rather dramatically, so it's the ideal time to ingest creatine.
Overall it probably won't have a great deal of effect whether you take it a few hours before your workout, or after. But post workout is the standard used in majority of literature up to this point, and it works.
