Perfectly valid reason. Why spend money on switching over to a brand new rifle platform if you already have metric shit-tons of an almost-as-good rifle? That money could go to something arguably more important, like ammo for training.
It's the same reason we haven't really gotten away from the M16 family, in spite of its obvious flaws.

Specops tend to be everywhere and nowhere. It doesn't really surprise me to see the Russians active in Syria, as they need to communicate as forward observers, but what would really catch me off guard is if the Russians were still operating those USSR-era "Lightning" Caches in NATO countries.
It's highly suspected that some [url=http://www.dailymail.co.uk/news/article-2682825/Booby-trapped-arms-caches-hidden-Britain-Soviet-agents-placed-weapons-Europe-Cold-War-KGBs-Mitrokhin-files-reveal.html]caches are still actively hidden in the UK[/url], and untold amounts of NATO stay behind caches are still MIA. For example, in the Netherlands, the whole Operation Gladio program had weapon caches hidden near playgrounds and riverbanks, and when the Cold War ended, it was discovered that all of the Gladio agents went rogue, and captured them for sell on the blackmarket.
So it's wild speculation for how many of these guns may remain hidden through out the NATO and ex-Warsaw Pact countries.
It also is somewhat an urban legend so don't hold me on it - Lots of 1st Wavers(1970 - 1996) in the North American Militia Movement talk about how they would take over abandoned military facilities(ie. WW2 Airfields), and would setup training camps, armories, and small factories for building weapons/ammo. From what I was told, many of these groups had active encampments in the case SHTF in the 1980's, and were prepping for a nuclear holocaust.
I personally have never seen any of these facilities, but it's a well known fact that the CIA use to hand out military equipment to "Patriot Groups" like candy in the 70's and early 80's. Mostly radios, ammo, lightning links, and information on explosive construction... The latter of which is a wonderful example of, "You teach people to do shit, it'll come back to bite you on the ass" but that's a good story for another time.
Either way, with all these secret weapon caches being placed around the world, it does leave you to question whether or not countries are still actively hiding weapon caches in the countries they see as enemies.

Calling it, next year we see increasingly silly AK400-prototypes, and the year after that, a unveil of the AK18: A AK74 with RIS handguard and dustcover. 2019 will bring a silly variant of the AK18, and 2020 will bring the AK2020, an AK74 with RIS handguard and dustcover.
