Not really much, but people love their fixed barrels. In theory a fixed barrel is more accurate and allows for the easier mounting of both barrel attachments (brakes and suppressors) and sights; however, in practical terms the limited size and barrel lengths of handguns preclude any potential accuracy benefit. If you want to see handgun designs built for maximized accuracy look at competition ones, and I don't mean ones like the 1911s covered in rails and flares, I mean guns actually built from the ground up for competitive shooting.
The only fixed barrel handguns I've seen that offered substantial benefits over recoil operated ones are the gas action sort like the HK P7 or Walther CCP, those use a gas piston to substantially reduce weight and spring tension.

Yes, that's another tradition they've always done with the few other SOG pictures. I'm not sure why though, it might be as to protect them from identification incase the accessories are made in Sweden or it could be because soldiers often scrabble down stuff on their weapons which could become clues to their identities.
