My first thought was it's meant to deal with those anti-tank hedgehogs, so instead of possibly capsizing the whole clumsy thing they would just be dragged in front of it or something. Not sure though. It obviously can't be used to detonate mines either. I won't be surprised it's there just because they liked the sound of metal scratching the road.
Also did anyone notice that small white camera in the right bottom corner? Kind of surprising to see it right in the middle of a deserted road.
