Most tracked construction vehicles have no suspension and just kinda roll on the fixed roadwheels, sprockets and rollers. You don't need suspension when your max speed is a lazy walk.

You have to be fairly close to see it isn't a real SMLE, and sometimes a good bluff is just as useful as a good gun. Probably the same reason why the first one has a trigger-shape cut out. If you're a few hundred meters away and observing, you wouldn't be able to tell they were crude smoothbore mockups.
