Yes, upon closer inspection, that does look like what could be some spice, it's not oregano though, it's too "meaty" oregano is flaky.

for the future
a) dont buy in grams, its more common to buy in eighths, quarters, and halves of an ounce and you are less likely to get ripped off by buying more than less.
b) get a scale, or go to where the dealer lives and negotiate there. Dealers have scales, so if you dont have one ask to see it on the scale before you buy. Sure some dealers may be a little turned off by this, but if they are trying to scam you they will make a big deal out of it. Dealers who have experience wont think twice and do it to satisfy the customer.
c) if you get ripped off, dont ever go there again and be sure to spread the word about how that dealer cheats. He will not only lose you as a customer, but others that you wouldve spread the word to.
d) never ever buy ground up weed. there could be crap in it to weigh it down, and non weed spices and leaves can be thrown in the grinder to add to weight. And when it comes to nugs, its impossible to eyeball how much mass there is, since you can get very dense or very fluffy nugs. Only if you are getting very ripped off that you can tell by just looking at it.
e) if you dont know what weed smells like, it resembles the smell of skunk. It is very distinct and hard not to recognize after you've smelled it for the first time.
oh and to answer your poll question. I buy in quarters.
nickel= $5 worth of weed
dime=$10 worth'' (amount depends on your area and how much weed goes for and quality, i dont recommend buying with these)
dub= some people tell me its $20 worth of weed and others say 2 grams worth. Some places its the same if weed goes for $10 a gram, so figure out what is what in your neighborhood.
eighth= 3.5 grams
quarter= 7 grams
half= 14 grams
ounce= ~28 grams
buying in large gets you the most bang for your buck.

People have told me that dubs are eigths to them. I have heard this was true mostly for the UK, but since I'm US I thought this was weird as hell (but it makes a little sense if its mid grade crap, but I only buy good weed)
When I bought mid grade I always got atleast 4 grams for $20 and 7g for $25 (so I always went with that)

For me it looks like spice. It's really cheap to make in bigger quanities. About spice, people say not to smoke it because it's an 'RC', research chemical, basically something that was found not that long ago and we have NO idea what effects it has on our bodies in the long run.
Dude that stuff's the bees knees top quality weed, it looks nothing like the scandinavian stuff we got here it's all green and smells christmas'ish, yours is top quality I can tell because I'm a doctor.
