That model needs to be skinned more like Vriska. I can do it, just need to see how to save textures so New Vegas can use them.
Saving them as a .dds with explicit alpha should work.
It worked for my skin and the glasses anyway.

I have made a small update to my mod, that moves the items to an easy to get to place:

Rename that to "Vriska's Outfit.esp" without the "s.
It is now on the ledge above the 4 hut things near the Red Rock Canyon fast travel point.
