He plays an important role, but possibly without any higher plans on his own. He's probably manipulated by Lord English, or his minions, as pretty much everything, but it can't be him by any chance.

Although Jack appears to be a special case, seeming to be the most foul tempered agent, probably more so than either the king or queen. He also has problems with authority in every session. This appears to be part of his programming, causing him to be the agitating influence in a session.
