For all we know it could be future technology based off the principle of cellphone technology (wireless communication) except much more advanced, say a device given to all travelers prior as a means of communicating with one another?

The first cellphone ever was built somewhere during the 1930's if i'm not mistaken, It was a huge bitch and was mounted in a luxury car.
I'm pretty sure if time machines are invented you would only be able to go back to the exact time the thing was made, no farther back. Anywhen after that is allowed, though.

The main thing that will matter as to if time travel is possible is if every past moment is still there or not, frozen in time so to speak or not. Because we can't travel to something which doesn't exist. I do think some sort of one way forward time travel (if you could call it that) could be done by slowing time (and thus aging) down for someone; but that wouldn't be very useful as they can't come back.
