How about it can kill small ships with one hit, can kill medium ships with two hits, and large ships with four hits, but it has no recharge?

Seems good enough... Of course, If the opposing force don't destroy you first.

No. That does not seem good at al. We use common sense. The weapon can be very powerfull, and should still use the long cooldown. If you disagree with the damage done to an enemy ship, you can tell them.
