Because they want something they can't have? They're assholes who are usually fairly new or really old members and think they know facepunch like the back of their hand when it's usually the oposit. Well that's what I see when I see a ban for backseat moderating anyway.
For the same reason you can't pull over speeders and write them tickets.
Backseating is generally annoying.
