It's being a Virus that's totally fucking around with IE. IE runs in the background without showing itself in the taskbar. That's why IE is shit and doesn't deserve to exist.
Go in task manager and find "IE.exe" and close the task, get spybot to find what is clearly malware.

And, no.
I'm not defending IE, as it is shit, but both of you don't have a single fucking clue as to what you are on about. It is radio interference, Logitech rarely shield their speaker cables, so they tend to pick up radio waves.

Actually We know more than you, especially considering you call it a virus. It's a common malware which plays music in the background using IE and I've had it plenty of times.
Oh and my two speaker which have thin long cables never pick up a thing, so it's not interference.

This post made me laugh.

Interference varies from person to person, just because you don't suffer from it does not mean others don't.
And after re-reading the OP it could be malware, but still, there is always the chance of interference.
OP said it sounded like bad radio tuning
Just recently, my computer started playing weird sounds, almost music like. When I finally worked out that it was music, I started looking through all my windows and tabs to see if any of the web pages I was browsing had adverts with sound or videos playing. Nope, nothing. It stopped so I disregarded it and went to bed.
So it has happened again a couple of times in the past few days but only odd clips of noise. It sounds like a bad radio signal, or a streamed video that is trying to buffer as it plays. One time it happened when I had nothing open, and again when I was turning off the computer, so I figured it may not be my computer. I thought it could be something wierd like my speakers picking up radio signals from my nieghbors house (don't ask me how, I'm speculating here) It was just happening but then a thing appeared saying internet explorer has stopped working (I don't use IE and it wasn't open when the message came up) and the music stopped. So I really have no idea what the fuck is going on.
Anyway I was wondering if anyone had some idea of what the hell this is. All I know is that it's very annoying and I can't turn it down. It's happening right now and it's driving me insane.
I have the exact same problem actually! i call it the ghost radio because it doesn't matter if i turn of the computer and turn down the speaker volume! the ghost radio still emits sound from foreign radio stations!
I've heard Russian, German, American, Dutch, Italian. i could go on!
Only way to actually get rid of the sound is to shut off the speakers entirely!
It is during the night that the ghost radios sound are the loudest, sometimes even outsounding the sound from the computer!
It's really strange! because it does seem like it only has something to do with the speakers themselves! and not the computer! neither the internet since i can unplug the internet and till have ghost radio!
Does it happen after you press play on the speakers? I get this with me G15...it's windows media player being a bastard and playing in the background.
I honestly think it might be this, if the music is on, there's usually some sort of error message that pops up right before it stops. But the error message has nothing to do with anything I'm doing on the computer. I think my computer is really just filled up with shit.
Ham radio, most likely. Ham radios are the only devices legally permitted to transmit at very high frequencies, and can cause interfearance with electronics.
Check to see if your microphone is muted.
If it's not, mute it and see if that fixes the problem.
If you run Vista I am aware there is a relatively harmless virus that loops sound files. Not a lot of virus programs will pick up this virus either. It will play at random intervals and plays from just a second or two up to several minutes.
I found this on another forum:
"The problem is a combination of "perfs.exe" and "indt2.sys" that are infecting your system. The thing actually playing the sound is "indt2.sys". If you open the Windows Task Manager and find it, watch and be patient. When a sound comes it will jump from like 2-3MB of Ram to over 20+MB. Additionally if you sort by memory use it you will see it is the only process that has a memory spike when one of the random sounds comes across your computer."
There's quite a long explanation of how to remove it which you find here.

Indeed. I try not to use WMP at all because once I've played one thing, it never shuts up until I restart...it takes a lot of effort to get it to stop playing because if I press play/pause again, WMP stops and iTunes starts D:
Edit: I find it amusing how many people have jumped into this thread screaming about viruses...that seems a somewhat unlikely cause to me, there must be a reasonable explanation and looking at his fancy speakers, I think that has something to do with it.
This happens when i send a text message next to my laptop.

That "Ba-doop Ba-doop Ba-doop Ba-doop Ba-doop"? I used to get that too.
I had the same thing (well, my brother). We bought a Logitech 5.1 speaker system. Because of the lack of room, we had to put the cables on the ceiling. At some point (while no music was playing at all) we heard some strange sound, sounded like terrorist were using walkie talkies near our house.
We figured then out, that it had to do with the speakers, since the sound stopped/changed when we touched and moved the cables around.
tl;dr
Try moving your speaker cables around, might help
It wouldn't hurt to try wrapping a ferrite ring around the speaker cable. The rings are the black things that are in the plastic cylinders in some USB cables and VGA cables to reduce interference.

Are by any chance the two words you most often say, "hurrr" and "durrr"

I really couldn't say for sure.
Try updating your audio drivers. I had a similar problem before, and some new drivers fixed it.
i pick up a swiss radio station despite living in the UK heh
Sometimes on a cold rainy night I get Spanish radio talk shows on my speakers
