And don't get me wrong I think Wayne would be a nice guy to chill/smoke with (Snoop Dogg being the best for the latter) but he doesn't seem that musically talented to me.

I'm not crazy about either of them but I do like a number of Eminem's songs so my vote is for Eminem.

Lil Wayne is a terrible rapper all around. I hate his voice and his rhymes just suck. When I listen to Eminem rap, his rhymes are witty and they flow together well. And when I hear him rap I actually can feel what he's rapping about. When he's rapping about being pissed off (99% of the time) I usually kind of start to feel pissed off. I'm not an Eminem fan but he is clearly superior or Lil Wayne in my book. However, neither is my favorite. My favorite rapper is probably Bo Burnham because he's funny.

It is harder to keep a steady tempo at 60bpm than it is at say anywhere from 90 - 120. You are more than likely to rush whilst going that slow.
