Also why not? Vulture is hard to take seriously and Michael Keaton was practically dead career wise before Birdman iirc
And if the name Homecoming means anything it's that the Venom story is being used so you'd expect Vulture to take a back road.
It's not like major and talented actors haven't taken smaller MCU parts. It being a universe means they can be recycled.
