Looks like its based on the SUPERIOR Shocker design they used in the old movie games. My favorite.

I'm guessing this is early on in the movie, and the character just threw together some quick, cheap outfit on his first outing as "Shocker." I'm guessing he'll have a more refined costume by the end of the film.

That could very well be the case as well. Have they confirmed Vulture being in the movie? Because if so, Shocker would more likely be in it for only one scene.
Considering how every single "how would comic fan x make a Spider-Man movie" discussion includes the phrases "skip the origin" and "open with him fighting Shocker", I imagine he's just in there for an introductory action sequence, like Paul Giamatti in ASM2 (which was coincidentally the best scene in that movie).
Shockers never exactly been a top tier villain with a lot of funding. Most fan redesigns go with a similair idea of making the brown/red a coat, though I wish the quilting was done in a different way.

Yep Vulture was confirmed for the movie, there was concept of him fighting spider-man that was released during Comic-Con and allegedly private footage of him shown there.

There was a leaked casting script that has him listed as "Herman Schultz/Shocker #2", not sure why the #2 is there but I'm guessing for the sake of just listing both Herman and Shocker.
Maybe he's just Shocker's number two guy?

No, he is The Shocker.
Im speculating that Montana (from The Enforcers) will be another Shocker (like he was in the Sony produced Spectacular Spider-Man cartoon) with a costume styled after The Ultimate universe. But it just as likely might not be that way.
