Okay let's compare to Age Of Ultron then.
[sp]Spidey is in more of Civil War than Hulk/Quicksilver/Scarlett Witch/Vision/Thor/Hawkeye was in Age of Ultron. He's level with Black Widow who is the third most seen character of that film.
If you compare it to the first film then Spidey is in Civil War a little bit more than Hulk was in The Avengers. Although that's a less fair comparison as I think the film is shorter. [/sp]

This pretty much confirms my fear that Civil War is just Avengers 2.5 instead of a Captain America film.

Reviewers are saying that the other characters are there, but they are usually there to steal a scene or to fight. The story and focus stays on Cap, Bucky, and Tony.

It doesn't really mean anything. [sp]Spidey could drop in for 30 minutes and Cap could be on screen for all those 30 minutes too. That's the difference between this and Avengers. In Avengers Cap doesn't have to be on screen all time because he's not the driving force (but he still gets like an hour of screen time in Age of Ultron). He is the main character in a Cap film so he'll probably be on screen for about 80-90% of it. [/sp]
There are plenty of movies where the titular or seemingly main character does not get much screen time or turns out to [I]not[/I] be the main character.

That may not be the matter now, but further down the line I think it could have an affect. Further away you push the film, the more time they get on television.

I seriously doubt they put serious consideration at all into it because it just doesn't make sense IMO.
It actually does tbh. The Devil of Hell's Kitchen was getting some attention so it's only natural that the government comes after him to registrate him.
Now that I think about it, they could have considered him because Spiderman was still a tricky factor to nail down. They had a script with Spiderman and one without, Daredevil could have been the replacement if negotiations with Sony went south.

The former, I think, is a given; the latter would have been pretty cool though in lieu of Spider-Man. Hopefully, towards the end they will have a lot- if not all- on screen at once.
