Listening to it again and I feel this might be some one playing a prank on you.
You ought to put another sim card into the phone to see if it continues.
No one is tapping in to your phone. That's GSM error correction, it's completely normal.
When the data stream is completely buggered then that's what happens, those kind of noises are actually phonetic-like. On short, transient errors, it makes the error sound less strange to the human ear, on long sections like that, it just sounds plain creepy simply because it does sound like a voice.
If it happens a lot then I am guessing your phone has fucked up since GSM is handled by your phone and not the network.
Something like this has been happening to me recently, though not nearly as fucked up. My phone beeps every once and a while for no apparent reason.
